    Sorry for the delay. No, this was something I tried several times before going into Mod diagnosis mode. The only solution I had was disabling Watchtower (which would be silly since this new playthrough was to experience it from a new player perspective)

    I started a new playthrough to enjoy Watchtower and when I reached Unearthed in the Vanilla Main Story, the NASA Launch Tower would not spawn. After rigorously testing my mods, it turned out Watchtower (for some reason) prevents the NASA Launch Tower from Spawning in.
