Shak'har
It seems that if you do the Bards College quest up to the point where you help Shak'har with the "Red Meat" quest, before you do anything with the East Empire Quest, it will bug out to where Shak'har won't talk to you. I hadn't place anything into a chest for Shak'har, and he won't talk to me...- masTYRfulJoe
