according to uesp you need to claim 10 locations to fully upgrade an outpost. According to a list I saw on these forums, Morthals hold only has 9 claimable locations. One of the locations, Rockwallow Mine, doesn't even have a container. So thats really only 8 claimable locations. Does this...
