I've given that rigmarole a try before (And.. a few times since...) and it hasn't jogged him back onto the "Assignable" list.
I've also tried getting things with and without mods, still no dice there unfortunately. The only two mods that would possibly conflict with him are The Gang's...
That would make just about all of the sense. I shall try to figure out which one it is and report back so it can be mentioned/looked at for other peoples' benefits too, should they run into the same issue!

For the bug, I am indeed playing on on PC, and... find attached a save file from the current playthrough (Was originally saved as a .rar, but.. should be fine!) I unfortunately cannot seem to upload the file as it is...
If it helps, I handed in a huge bunch of Intel at once, went away to do some stuff, then came back and suddenly the whole place was populated with a thousand NPCs roaming about lol.

Everything regarding the implants, and their mechanics!
Do the implants give benefits to a ship if a crew...
Will add onto what they're saying also; if ships in my fleet are done in during the course of combat, they just kind of... disappear. And they don't come back until some random time later when I do something that ends up triggering their reset, of which I don't what that is! Manually...
