Up to a point, I can see what you're going for here, OP. But frankly designating what a NPC should wear based on their occupation doesn't say immersive to me at all. The custom outfits are a good idea, but I'll bet real money they didn't happen for RL reasons: time and manpower better spent on...
They're contraband because Watchtower has infiltrated the government of both major factions, and has flagged their proprietary tech so that anyone that has it on them has it seized.
That's pretty clearly spelled out.
Also if it bugs you so much, don't pick the stuff up.

I'm right in the middle of Music, Merriment, and Muckrakers and saw the EEE crossover in it. Small, but it put a smile on my face because I was totally hoping there would be some! I can't be the only one who think Emissary work and your work opening new camps run parallel, even if they don't...
On a related note, could anyone point me in the direction of where to start this task? I've already scouted out every room in the palace of the kings and cannot find anything that points me to Anga's Mill. I assumed a note or something, as there is in the Blue palace.
