I had the same issue. But it seems the effect used for this particular location does not play nicely with HDR settings. If the HDR Brightness setting is above 95 the screen is black for me. Dropping it works. The actual value of the HDR will probably differ based on the screen used. But hoping...

So I dropped a supply drop within the parameter of a friendly POI (One where friendly people spawn) This seems to drop the container in the supply drop with the POI as its owner making it steal to take the supplies.
