Probably rare bug and how I got around it
I had not yet triggered the initial encounter that begins the first quest. I jumped into the Heinlein system and saw the Watchtower ships begin to jump in. By begin, I mean a saw the grav jump FX and then went to my map and traveled to go rescue Betty Howser in the orbit of a different planet...- colonel_ducky
